There are four (4) steps to advancement in Scouting:
  • The Boy Scout learns by DOING.
  • The Scout is tested. (Requirements Signoff)
  • The Scout is reviewed at a Board or Review - page 5
  • The Scout is recognized at a Court of Honor - page 5
