Requirements
Individual requirements are listed in the back of the Boy Scout Handbook.  Each scout
is responsible for ensuring that a qualified scout signs off each requirement.  This
approval should occur when a scout has demonstrated a skill, not just talked about it.  
(The signing scout must be at least Star rank or be a scoutmaster.)  The scout is also
responsible for having written documentation for all service projects and must have a
summary of his accomplishment for any leadership position he has held for this rank
advancement.  He must also have signed blue cards for all earned merit badges. All
records should be kept in an organized binder.
Readiness Review
A scout must review his rank requirements with the SPL, ASPL, or one of the
scoutmasters prior to requesting a Scoutmaster Conference.  This is to ensure that the
scout has successfully completed ALL of the necessary requirements prior to the
formal Scoutmaster Conference.  
Scoutmaster
Conference
After all individual rank requirements for are completed and signed, a Scoutmaster
conference must occur with the Scout. It is the Scout's responsibility to contact a
Scoutmaster and set up an appointment for a conference.  Scoutmaster conferences
usually take place at regular scout meetings.
Notify the
Advancement Chair
Once the Scoutmaster Conference is complete and all requirements are met for rank
advancement, the Scout must notify the Advancement Chair so that the troop records
can be updated and a Board of Review scheduled.
This notification must occur at least
one week prior to the Board of Review.
 When a Board of Review has been set, the
Scout will be notified. (Scout rank does not require a BoR...only a SM Conf.)
Board of Review
(First Monday
meeting of each
month)
Scouts will attend their Board of Review in complete Class A uniform, consisting of a
scout hat, scout shirt with correct emblems/ insignias sewn in the proper place, scout
pants (official pants not required, just similar color), scout belt, socks, shoes (again,
not official), and bolo tie. They will also bring all documentation necessary, including
scout book, blue cards, service project documentation, and leadership documentation.
A Board of Review may be rescheduled due to improper dress or if correct
documentation is not brought to the Board of Review.  
Rank Award and
Recognition
Upon successful completion of the Board of Review, the Scout will advance to the next
rank immediately.  The physical badge will be awarded at the next scout meeting and
the scout will later be formally recognized at the next scheduled Court of Honor. Note:
The Advancement Chair must be notified by the Scout of any potential rank
advancements no later than 1 week prior to a Court of Honor. Otherwise, the
advancement will be recognized at the next Court of Honor. The Scout will advance but
not receive recognition until the next Court.
